Users of certified personnel are the principal stakeholders recognised by IPC. This group includes industry, certification and registration bodies, regulators and governments as appropriate. IPC welcomes representatives of all stakeholders into its membership, and seeks to involve stakeholders in all of its activities. This is particularly relevant in the development of competencies and certification criteria by IPC that are aimed to serve specific industry sector needs. IPC seeks to consult with interested stakeholder groups outside of its membership as appropriate.

IPC establishes close links with other international bodies that have similar strategic objectives. These links differ between the organisations, but are aimed at developing schemes that are international in character, are based on international standards as much as possible, and are developed in harmony between all the relevant bodies. Given the nature of IPC's work, the most important liaisons that IPC has established to date are with the International Organization for Standardization (ISO) and the International Accreditation Forum (IAF).

An important offering of IPC to its Members and stakeholders is the multilateral agreement for personnel certification bodies. This agreement is based on its signatories having successfully demonstrated that their schemes have been accredited by a full member of IAF against ISO17024 and approved IPC criteria.
